Honorary President of the Hellenic Council of State. Konstantinos F. Menoudakos was born in Athens in 1946. He graduated from the Leonteio Lyceum Patissia, and holds a bachelor's degree from both the University of Athens School of Law and the School of Economics and Political Sciences of the same University. He also holds a master's degree in Public Law from the University of Paris 2.
He served at the Council of State and he was eventually proclaimed President until he retired in 2013.

Scientific advisor for the electronic legal journal "Nomos + Physis", Chairman of the "Scientific Association of Urban and Physical Planning Law" and the "Association for the Study of Technology and Construction Law", Chairman of the executive board of the "Hellenic Biotope/Wetland Center", Chairman of the Central Codification Committee.
He has served as Director of studies and general manager of the National School of Judges, Head of the Legal Office of the Government's General Secretariat, BoD member of the National Center for Public Administration, Chairman of department and disciplinary councils in Ministries, Chairman of several legislative committees, Chairman of the "Association of Greek Judges and Public Prosecutors for the Democracy and the Liberties". Articles and studies of his have been published in Greek and international journals. He has participated as a speaker in many conferences in Greece and abroad.
